This is just a guess, but doesn't the +0100 mean it's an hour ahead
of GMT? If so then it would be 7 hours ahead of central time, so the
translation would be: Sun, 12 Dec 1999 12:14:58 -0700 (central time
is 6 hours behind GMT).
