It can happen.  The keyboard controller can get confused if you don't
have a keyboard plugged in at boot time, or if you unplug and replug in
your keyboard without powering off first.  It mainly depends on how well
the system you're on handles this.

Your keyboard controller might be fried, too.

USB keyboards rock, by the way.  I highly recommend them.  I use very
few round-plug keyboards any more.
