suexec and cgiwrap

I read over the apache suexec docs and found that the alternative uid/gid 
used for executing scripts applies to an entire VirtualHost. I had hoped 
to limit the functionality to just a specific ScriptAlias, such as 
'local-bin'. Anyone know if there is a manner of accomplishing this and 
still run apache 1.3.x?
