There is an article on phpbuilder about creating word documents on the fly

There are also some command-line programs that can do so on linux, but I 
forget right now.

The TinyButStrong OOo class creates openoffice documents based on a 
template, and again I seem to remember that there are command-line things 
that can output OO writer docs to word docs.

Also, there are several RTF generators for php:

Of these, the only one I've tried is TinyButStrong. It can create quite 
good looking documents. If your documents are fairly simple, then the rtf 
generators might be the best choice.
