proftpd

anyone messed with proftpd's params?
i am using the GroupOwner directive to ensure that all files written to a
directory through ftp will have the same group ownership regardless of
what the primary group of the user uploading the files.
for some reason, this directive works with half of my domains, but does
not for the other half.
has anyone seen this bug before?
