There is a free one: PuTTY, at
http://www.chiark.greenend.org.uk/~sgtatham/putty/, includes an scp
command-line client.

In addition, F-Secure (www.f-secure.com) sells a commercial SSH client
for Windows, which (as I remember) includes scp functionality.
