not sure, but they certainly both bring up he same page 
for me.

www.openssh.org. has address 129.128.5.196
[root@plymouth ~/.ssh]#host www.openssh.com

thanks for the ideas toward tracking the problem down. one last bit of 
info that may be of interest. when i enable ssh1 support on the remote 
machine, i am able to ssh in without a passphrase prompt.
