I've used dyndns.org for quite some time with few problems overall. 
It's free, and they've got like six or seven domains you can pick from.

If you can find a good provider, DSL is nice.  GallatinRiver.net in the
Pekin area has been quite good up here, static IPs, no downtime I've
heard of from those I know using it, and best of all they don't care if
you run small-time mail/web servers.
