PAM password restrictions



   I would suggest that you try "man pam", especially the  third paragraph of the Discussion. It specifically states that if you have a configuration file called /etc/pam.conf and a file called /etc/pam.d/, the presence of /etc/pam.d will cause Linux-PAM to ignore /etc/pam.conf.
The solution to your difficulties may be simply a matter of moving configuration files from one directory to another.
