Yes, but it doesn't have to be over TCP/IP.  HTTP can go over IPX.  XML is
supposed to allow transmition of data for application specific
format, but do it in a human readable format.  Now that the latest
trend is to make stuff web enabled, this can make it easy.  It might
not be the best way.
