Is there any particular reason you wouldn't want to just enable
filesystem quotas?  See http://www.tldp.org/HOWTO/mini/Quota.html for
more information, but ignore all the stuff about patching or
recompiling your kernel.  It's on by default on every distribution I'm
aware of.
